Letter Of Explanation for inability to provide Police Certificate?

I need ideals as how to explanation my inability to provide Police Report to Canadia High Commission in Ghana for Staying in mali between September 2016 and August 2017. This is due to the Security/ Political situation there and the Mali transition government asked UN to leave the Country and the Mission ended in December 2023. so no any reference to contact in mali now.
I was deployed to Mali as an Aircrew Member with Ghana Aviation Unit to provide Air Support Opertion for the United Nation Mission in Mali. i have UN certificate of participation.

Show email evidence of what you have done to try to obtain the PCC, This should include contacting the relevant embassies / consulates and their responses. Write a letter of explanation and include the emails as evidence of what you have done to attempt to obtain the PCC.
