As per NOC Matrix 2006, I have more than one year experience (in past 5 yrs) related to SKILL LEVEL A-012 Managers in Financial Services
1112 reflects my past experience before being TL & Manager.

So I have a score of 61. But I can not apply until July as I am yet to receive my M.com final year mark-sheet and thereafter transcript & WES.

Is the SINP still open & accepting applications. If not, when is it expected to start again ?

No, unless you have a job offer. Website will be updated early April.

Seems it is for those having already job in saskatchewan.... Please suggest.

Maybe its mistake. If you do not know what to do, ask SINP.

Anybody got nomination, or any updates from SINP? It's been two months. God knows what are they up to. It's the worst way to check someone's patience :(

Although application guide states
"11. Police Report(s) (if applicable)
If you or any dependent over the age of 18 has committed an offence or has been convicted of a crime, you must provide a copy of a police report from the country or countries where the offense(s) occurred and your current country of residence. In addition to the police report, submit any proof of rehabilitation, if applicable."

When you get the nomination, you have to send documents to CIO. On this stage you need have PCC

What is the meaning of this?
 
The average processing time has changed from 2.2 months to 4.4 months??

We submitted our applications over 6 months ago, and as far as I can tell from this forum nobody has been processed since the lucky ones before Christmas?

Don't worry, dude. It's for Jan 2016 applicants. Processing time for Sept 2015 will be the same old one.
