Leaving things so late creates problems securing longterm accommodations, finding a doctor to take you on, etc. Provinces are not stupid and are looking at people who give birth soon after landing so your friend should anticipate that she will be watched to make sure she fulfills the residency requirement. She also won't qualify for maternity payments because she has not worked in Canada. Picking a place to ,live based on healthcare versus where you can find employment doesn't make a ton of sense.
