Hi,

Let's say someone landed immigrant and got their PR card. They now decide to leave the province.

How will the province come to know that they have left? Unless it's time to renew PR card and a physical address has to be provided.

yeah that's potentially fraud because the timing of it suggests you abused the province's PNP program for easy PR. you signed a schedule 4 doc in your PNP application declaring your intention to reside in the nominating province - but failed to do so. the provinces have various detection mechanisms and their integrity units can come after you at any time. IRCC will come to know when you apply for citizenship and see your convenient and immediate address change after landing.

ps you can dispense with the "someone" and "asking for a friend" stuff, we know it's you, but I don't care.

Of course, the conditions would be inability to find employment.

But how does the province come to know if a person has left?

those are operational secrets - they don't tell you lol. they just know. they have program integrity units built to investigate this kind of stuff.

So you got a PR card and then immediately left? How long did you look for a job. By the sounds of it it seems it's a convenient excuse and no intention was ever made to live in the province. How long did you look for a job? Why didn't you find a job? Did you use career services to help? Did you look for alternative work?
