Simply raise the CSE to your Visa office and ask them that you have received your GCMS notes and in it you have noticed that your due date is 24th Feb 2016, ask your visa office in very frank and polite manner that:- "Could you please inform that whether this is the date of review of my file that is mentioned in GCMS notes that I have received for my application. OR it is the date before which Decision would have been made on my application? Could you please elaborate to me in details. The due date for me on the second page is 2015/10/14. I want to believe they must have worked on my file after I did medicals, paid the Right of Residence fees, updated Schedule A form and submitted other documents.

The funny thing is that we told the Doc during medicals that he was on Ritalin but we were advised to stop by his doctors and at the time of the medicals, he wasn't on any medication.

All they need to do is to fill and scan the consent form authorizing you to
deal with CIC on their behalf.
