In order to prove my Language proficiency, I am planning to attach the below letter. Can anyone please shed some light whether this would suffice?

Dear Immigration Officer,

Reg: Language Proficiency for Canadian Citizenship

I xxxxxxxxx a permanent resident of Canada have taken IELTS test in 2011 and attained an overall score of 7.5. I have submitted an original copy of my test report to CIC in order to process my Permanent Residence. I missed to retain a photocopy of my IELTS test result before I submitted my application to CIC. Here is my file number of the Permanent residence application Exxxxxxxx, in case if you would like to obtain a copy of my IELTS results from my original Permanent residence application.
I did all of my schooling in English, including Elementary, High-school, secondary and post-secondary education. Please find attached below copies as a proof of completing these programs in English:
• Secondary School Certificate
• Intermediate Public examination certificate
• Bachelor's Degree certificates
o Provisional Certificate
o Consolidated marks memo
I have been working as Information Technology Specialist at xxxxxxx since 2013. Please find attached copies of my T4s as a proof. Prior to this, I worked as Computer system analyst for xxxxxxx for about 6 years.
I am hoping that you would consider all of the above as a proof of my Language proficiency in English, in order to process my application for Canadian Citizenship.

For proof of language ability:

Follow the instructions and include one of the specific documents described in the Guide and checklist.

So far as every report seen, nothing else will work. The application will be returned unless one of the prescribed documents is included with the application. There appears to be no leeway about this.

You send that letter; i guarantee your application is rejected.

One of my friend was on the same situation. Submitted a letter saying that the original was submitted for PR. But his application was rejected.

I personally had a photocopy to submit; so no trouble.

In the end I think its all up to the officer to take the hassle to search your documents.

Furthermore the PR applications are retained in a different location than a citizenship application.

Attaching the degree certificates for English proof is not a good idea for two reasons.

1. Thats not accepted; you need to get a letter from the institution that you completed the program in English.

2. I can't count how many I have seen similar letters from the Indian universities verifying that the program was completed in English and that letter itself has a loads of spellings and grammar mistakes. No wonder one guys letter got rejected in this same forum.

You can contact your IELTS centre to see if you can obtain the photocopy of your IELTS certificate.

I had submitted the copies of my master's degree and bachelors degree from India including letters from institute/university stating the language of instruction was english and it was accepted.
Additionally, for my master's degree, I submitted the transcripts along with the copy of the master's degree and for my bachelors degree, i submitted the copies of the marksheets along with the copy of the bachelor's degree.

Why not do a LINC verification test? You pass that and they will give you the level you address currently sitting at, and just submit that?

If you had submitted ielts during your PR application, and if you don't have a copy now, don't worry. You can make a ATIP request for the PR application files and you will get a copy of the entire thing including ielts copy. You can attach it for the citizenship application and CIC will not ask for original as it was already submitted for PR.
This will take one month, but better than having the application rejected and the subsequent delays for alternate proof.

According to the instruction guide for citizenship, a proof of secondary or post-secondary conducted in English would do for language proof which you have so you should be ok without the IELTs test results if you have those.

2. Proof of completion of a secondary or post-secondary program conducted in French or English, either in Canada or abroad, includes:

A diploma or transcripts from a secondary or post-secondary school indicating the successful completion of a program, in French or English, either in Canada or abroad, or
A diploma or certificate from a secondary or post-secondary school indicating successful graduation from a program conducted in French or English, either in Canada or abroad.

Note: You must have successfully finished a secondary or post-secondary program in English or French. A single course done in English or French does not meet the requirement. If the original document is in a language other than English or French then you must also include a letter from the academic institution indicating that the language of instruction was in English or French along with an official translation of the original document.
