It could be any number of reasons which I know of none. My wife had her test March 9th and she just got her oath letter today. DM was 2 days after test. Mississauga test centre.
Wife did the test in Mississauga today and passed 19/20 in about 10 minutes.
She did some LINC classes that provide an English certificate AND preparation for the test. All she did after the classes were done was go to www.citizenshipcounts.ca and kept doing them for about 2 months.
My wife had three different maternity leaves in the last six years, all 12 months each. She did not get RQ or anything.

Once the OP has taken the oath, the intent no longer applies as per CIC website. S/he may enter and leave as they wish.
What!?
OP said the s/he will move out in 4 years. I'm sure oath will be given in way less time than that, intent to reside during application is sufficient.
