I'm pretty sure if it says not started then it means it's not started yet. They may have glanced at it to make sure that all documents have been received, but they have not started processing it yet. It will change to in process once they actually start looking at it, and even then it can sit there untouched for months after that point. Kingston received our file in April, and from then until July our status for the eligibility portion said not started. Then in July they glanced at everything briefly (our initial review) to make sure everything was included, made some quick notes and then returned it to the queue to be actually processed. It was at this point that our eligibility status changed to in process, and that's where it stayed until February untouched. Once they finally got around to it again and approved the eligibility portion, the criminality and security come next but if everything is straight forward that part is pretty quick. If both pass successfully that's when they issue the PPR, along with a new PC if the previous one is close to expiring
And the undertaking length is how long the sponsor is required to be financially responsible for the applicant. So for a spouse it should say 36 months and for any dependents I believe it is 10 years
