I got this message on ECAS at around 12th October 2018 (that's when I checked).
"We sent you a notice on October 10, 2018 to appear and write the citizenship test on November 19, 2018 at 10:15 AM. The notice you will receive by mail will be your official confirmation of your appointment."

I got an email with Test Date Letter attached on 23rd October 2018. No mail/post received!
 
Haven't checked my ECAS in a while since my husband arrived (via sponsorship). I just now learned that they've started processing my application since August 24, 2018 :)

Figure print request is mandatory stage for everyone or It's for some specific applicants. Anyone have any information please reply.

As far as I know, fingerprint request is not mandatory and not all the applicants receive it. Necessity of the request appears when IRCC finds that applicant's name has resemblance to someone holding a record in their database

Here is what was wrote on my fingerprint request document:

"Where there is an indication that a criminal record may be involved, it is essential to ensure that there is no error in the identity of the applicant concerned, therefore we request fingerprints to verify the applicant’s identity"

My question was not why or when the fingerprints are requested
My question is when they are requested and provided and the RCMP sends the results to CIC, does CIC add any information in the ecas portal indicate that they received the results or should I call them to confirm that they received the results?

I am in Line 15, please get it updated.

The interesting point is that I was requested to submit the fingerprints on Oct. 26. But I haven't done with the submission yet!

Congratulations! So you have to travel from Kingston to Ottawa to take the test? That’s not fair! It’s like a 2 hour drive.:(
