I just called CIC and they said for BWOP, they are currently processing the applications submitted at March 2nd. Mine is 12 May and they said I may still need to wait couple of months. Is it true?????? Anyone know?? Couple of months really? The processing time shows only 7 weeks.

Check this link. They said that they were working on the files received on March 2nd and the current processing time is 98 days. (Just note that the data is from June 2nd, so there might be a 2 week lag).
Yes, BOWP is on FIFO and you have to wait for 2 more months for your turn.

Got it. My PGWP expires June 23 but I have already applied for extension so I am on implied status right now. Might have to miss an upcoming holiday since I cant leave Canada yet.

Just got confirmation that my PPR documents arrived in Ottawa already so I think i Should be ok. Gonna schedule my landing interview ASAP and get my money back, thanks for your help.
Then in that case, you have to wait for landing. After landing, withdraw BOWP and get your money back.

Can't seem to understand if this final review queue is the same queue as those who are receiving PPR :(
No the final review is different. So, the officer checks everything one more time to make sure you passed everything. Then, s/he approves your case and sends you to queue for ppr. There are other people who email your ppr and then follow up with you for next steps.
The final review is specially important for people whose medical expired. For them, the officer may decide to send them for remed before approval.
All in all, there is no definite answer to when they pick up your file. It is purely luck!

BOWP can largely be said to be on FIFO but not entirely true going by my experience.
I applied online for my BOWP on March 8, 2019 and got approved on May 14, 2019. It all depends on who handles your file I guess or generally this cic thing (PR et al) is all luck in terms of how quickly one's application is processed. A lot of rubbish is going on at cic. They are not objective and don't work on files on first come first served basis.
