Both my canadian and foreign work experience letters had about 75% of the skilled duties listed
You may need to check your job duties and reference letters again. That was the major comment I saw for the RR.

I got the PPR from NDVO but my VO is in Sydney,NS and I am currently living in Canada

Can I still mail my passport to that address?

Since I emailed NDVO again and asked them to change my VO to another location but I didn't get any email back

Since you're living in Canada, send your Passports and those of your dependents (if they're in Canada too) to the Ottawa address in the letter you received. Congrats.

There's a provision for those living in Canada to submit their passports in Canada in the NDVO PPR letter. He doesn't need to request a new PPR.
