How long did VFS said your process will take? For me they said 10 days - its already showing as "in transit" and I submitted it today afternoon.Second PPR received on Sunday, this time also from NDVO.
I wonder if the VFS people keep their tracking data updated on their website. My package shows as "in transit" to the IRCC office since January 4th.

Both my canadian and foreign work experience letters had about 75% of the skilled duties listed@YouthTree he's also a CEC inland applicant with review required. Did you submit job duties as well that was commensurate with the NOC you used?

If your file is approved you can still get PPR by emailing NDVO irrespective of both the factors you mentioned. Its your call.
