It seems your PPR mail came from Ottawa because CPCO means Case Processing Center Ottawa! It is very strange because you were confirmed by IRCC, your file is at CIO-Sydney. Please check at the bottom of the mail, there should be an address to send documents. Is it Ottawa? If so then it is certain that the email came from Ottawa,ON not Sydney,NS.
Not getting this, why is this misinformation circulated by call center agent and the MP himself?

Yeah could be, but I have seen passport request mail from NDVO, LVO and also Sydney and they all had their own email id. This one pretty sure from Ottawa. Anyway it doesn't matter, as long as we are getting PPR we are happy
Yeah for local VOs the email comes from LVO. I confirmed with a few Montreal folks and they told me instructions asked them to send passports to Ottawa only but seems like VO is mentioned somewhere in email.
