I don't know if it is their (the agent's) fault completely. From what I can imagine, they would just have an access to a dashboard showing the web cse and a dropdown for response. Or even more convenient but not so likely would be, select all and reply with personalization.
The quantum of emails and enquiries they receive is HUGE. I wonder how would they manage responding to all of them with so much customization.
Further, I guess there are only a few of us, who have mailed Ottawa in second last/last week of December and haven't received any response. At least
