If you are trying to create an account to link your application, you should put your PA's information. I just made my account and successfully linked my husband's application.

I would like to think so, why would they start if you were not approved as Sponsor, right?

So it only takes a week for Manila to receive the application? Better than I expected.

Ours was received by CIC on June 13 and we got SA on August 11, so it took 59 days for us. Processing times site says 55 but it must just be an average. You may see anywhere from 50-60 days I would guess.

Yes, outland is usually a better option since it's a lot faster. You can apply outland even if you reside in Canada.
