We are completely in the dark as to their motivation for requesting the additional photos. We sent four photos with the initial application, as required by the country-specific instructions (US). On August 27th they requested "Two (2) passport-size photographs. (Photographs must conform to the Permanent Resident Card Photo Specifications.) http://www.cic.gc.ca/english/information/applications/guides/pdf/5445EB-e.pdf" Maybe two of the original four were unacceptable for some reason... or someone spilled coffee on them?? I do have my suspicions that the request for IMM 5409—Statutory Declaration of Common-law Union, which was not required as a part of the initial application, has to do with Condition 51. Our common-law relationship is of long enough duration (4+ years) to be exempt from Condition 51 but I suspect they wanted more solid documentation if they were not going to apply the condition to my COPR (Not that it matters to us. We're together for the long haul).
