I’m not sure what are the exact terms. For example someone who has applied for study permit(UBC MSc Chemistry) received their ppr. Without gic, fee payment or language score. That individual attached a letter of explanation that their UG was in English.
The reason behind this might be that person has got funding from the University/Faculty, which subsides the GIC/fee payment requirements (Science Masters progs. usually offered with funding). Language test scores are usually taken into consideration. However, as the person got accepted by a reputed course in one of the top univs. in Canada (UBC), 'they' must have a very good academic background.

I applied in July too. through an agency. I do not have the GCKey information and the agency does not share this information with me. Any ideas on how I can check the status of my application?

If you have your UCI and application number you can call IRCC to check the status of your application.

When I called IRCC before, they were giving information. But now, it just says my application date and ends the call.
