The reason behind this might be that person has got funding from the University/Faculty, which subsides the GIC/fee payment requirements (Science Masters progs. usually offered with funding). Language test scores are usually taken into consideration. However, as the person got accepted by a reputed course in one of the top univs. in Canada (UBC), 'they' must have a very good academic background.I’m not sure what are the exact terms. For example someone who has applied for study permit(UBC MSc Chemistry) received their ppr. Without gic, fee payment or language score. That individual attached a letter of explanation that their UG was in English.
