I have some confusion regarding the points for LMIA. I am a CEC candidate and have already achieved 1 yr work experience with my current employer. My CRS score is 484 and PGWP is going to expire on Feb 2023. My employer agreed to apply for LMIA to increase my score. To be safe side, i decided to apply for close work permit along with the LMIA with my current employer as my PGWP is expiring in few months and my employer is ok with that. My question is after getting Positive LMIA (with the close work permit), can I immediately add 50 points to my profile? Or I have to work for 1 more year with my employer to claim the points for LMIA?

The one year conditon is for LMIA exempt and closed WP holders. I think you can add the 50 points as soon as you have the positive LMIA. But you also will need a new job offer letter from them I believe which they would anyway have to issue to do LMIA.

Is it possible to get selected with 465 score by October or November of this year if they keep lowering the score by 15 points in every draw?

The scores are not lowering by 15 points. Right now I'm worried with 522 myself looking at other threads and people with 530+ still in the pool

I don't want to be pessimistic again but we don't know how many ppl with CRS above 500 are entering the pool every 2 weeks.
In the past a few weeks the numbers are almost the same as the draws.
So your 3rd column will mostly like be

I just don't understand why did we have scores dropped since the first resuming draw, given that the numbers were almost the same as you said?
