please can you share a link that states that inland applicants require RCMP PCC because I have seen applications approved in the past without this requirement.Criminality checks consist mainly of examining the information that accompanies an application, which includes a police certificate (PCC) from all countries where the applicant has lived for more than six months. Do I need to get a police certificate for my time in Canada? IRCC does background check for all inland applicants and they will ask explicitly for Canadian PCC if needed. Usually this is reviewed at the R10 Completeness Check stage or before Review of eligibility starts. (CEC and inland applicants require a RCMP PCC and as a result the criminality stage will not be marked passed until the RCMP report is filed with IRCC). To save some processing time the RCMP PCC can be submitted along with the initial application and it can reduce processing time by a few weeks.

It is both. The RCMP PCC is not required upfront for most applicants. However it is at the discretion of the officer processing your application to ask for one (usually, but not limited to a similar name hit during their criminal record search)Besides, your comment is confusing. Are you suggesting it could be asked in the future? Besides like I said, all the inland applicants that got their application approved never uploaded the Canadian PCC.It is both. I know inland applicants who got PR and were asked for it close to the end. You can choose to be proactive and get it (costs like $50 plus tax) or not. I got mine and have it ready. If they ask for it, i’ll upload immediately. If they don’t... well i have it regardless.
