Would like to think that the delay is on account of the pending elections. Assuming / hoping that things would pick up next week onwards.
The AOR indicates the application package is considered complete (i.e. all required documentation was received) and thus ready for processing.
The application can still fail later of course (e.g. for failing the citizenship tests multiple times[1], failing to provide originals of required documents when requested, failing security checks, etc.)
[1] if you fail once, they'll likely reschedule it. If you fail it twice, you'll have to appear in front of an immigration judge.
Most probably you would be able to see it few days after you get your AOR email. To see it you need either your UCI number or your application number. It'd be available at the following link:

If you mean that your tracking information shows it arrived on 6th September then based on current timeframes it will be around 3 months before you receive AOR (Acknowledgement of Receipt) this email will have a UCI (Unique Client Identifier) which is what you will use to sign in and check the status of your application in ECAS.
the next day, after receiving AOR, you get access to ECAS. The next update, when it switches to "in process" happens about 45 days later.
I can't tell with precision, I simply look at previous months applicants.
January 2019 applicants: App received to AOR 55 days, AOR to IP 23 days, IP to test invite 82 days, Test invite to test 25 days
February 2019 applicants: App received to AOR 54 days, AOR to IP 31 days, IP to test invite 74 days, Test invite to test 26 days
March 2019 applicants: App received to AOR 65 days, AOR to IP 41 days, IP to test invite 55 days, Test invite to test 27 days
These are averages that you can find in the spreadsheet. Again, from the spreadsheet, only 33% of January 2019 applicants had their Oath ceremony so far (February applicants 23%, March applicants 8%).
