Canadapost shows the application was actually delivered on august 27th .... for some reason the CIC has it marked as October 27th ... i think it's been waiting with the wrong pile ever since then.
Send them inquiry via webform and ask them to rectify their mistake. Get Delivery Certificate from CanadaPost's website and attach it in webform.

Yeah, It doesn't matter when it arrived really. It matters when they actually start your application. So your application could be sitting in the pile for 6 months but had not started yet. Your 'time frame' will start the moment they say the application has been recieved and started to look into.

I think you are thinking bit too much about this. When your package gets delivered to Mississauga or Sydney, your time starts from that date. SIMPLE!

His original question asked, that Canada post said it was delievered on one day, but immigration is saying it was delivered/arrived on a different day. So does his time start on when canada post says its been delivered/recieved or when CIC says it was recieved? I was not trying to over think, or give false information.

Because the wording says "when it arrives in our mailroom" I believe they use the date registered by an IRCC employee, not the courier or mail.

Is anyone else still unable to link their application to their GC account? We received our AoR 1 back on November 5th and every time I've tried to link it, the message comes up that our application cannot be found.

Common problem, there's a thread in this forum that explains workarounds.
 
So even if CIC marks them as receiving the package a different day it was actually recieved, time is calculated by the Canada Post tracking and not when CiC marks it as recieved?
IRCC keeps a snapshot of the their OWN RECEIVED STAMP when it gets delivered. That page stays in front of all files ,always. Thus 1 year is calculated form that date. There was an instance when STAMP was back dated and guy got his package returned with objections of date signatures of future, that guy had to re-apply. Mistake was made bu their MAIL room staff who had not a very wrong date on manual stamp. It was on the forums here.
