I called and spoke to one of the agents and they asked that I just scan and digitally submit the FBI Clearance letter. When my application had arrived in Ottawa and if they required the original copy they would ask it. Wanting to err on the side of caution and not risk any delay, I called again to verify that my file had in fact made it to Ottawa and went about sending the letter with a cover sheet detailing my application number and UCI number shortly after paying my RPRF.
Take into account, like some here I'm sure, my wife and I never received a heck of a lot of correspondence from CIC. Perhaps 3 emails total from the time we started this process. If ever in doubt, just call and bug em
