Conjugal is only for couples who absolutely cannot get married or live together to be considered common-law. For example, in countries where divorce is not allowed and you have been married before so legally can't remarry or for same sex couples where same sex marriage is banned. If it is even remotely possible that you and your significant other could travel to live together or get married and have chosen not to then you will be denied. Conjugal is for rare difficult situations for those who CAN'T get married or visit each other to live in the same residence.
