NB: I also wanted to mention that if the trend of the backlog for NOC 1122 continues for other NOCs (3152 readily comes to mind), meaning that CIO updates the number of total completed applications 6 weeks late or more, those applicants who can show they relied on the CIC number to send in their application, may have a case against CIC for lack of due process.
While CIC does advise that "NOTE: Because application intake fluctuates, these figures are meant as a guide only. There is no guarantee that an application sent in now will fall within the cap.", it is entirely unreasonable to expect the number to be weeks out-of-date, when CIC titles the page "Total complete applications received since July 1, 2011". Some of the applications returned after cap was reached may have recourse in Federal Court in the same way that applicants in the 2005 bondogle eventually won their case to have their files considered (albeit late) under the processing rules in effect on the date of the application (not on the date of processing).
