[color=yell[move][/move]ow]pre june 2011 PER : his refers to your application for permanent residence in Canada in the Federal Skilled Worker class.
Based on a review of the information you have provided, your application is being recommended to the visa office for a final determination of eligibility for processing on the basis of:
X Work experience in an occupation specified in the Instructions issued by the Minister of
Citizenship, Immigration and Multiculturalism and published in the Canada Gazette on
28 November 2008.
You are therefore requested to submit a complete application to the NEW DELHI visa office.

Federal skilled worker
applications made on or
after June 26, 2010 This is how all new
applications are processed.
Applicants are required to
submit their FSW immigration
forms with all the supporting
documents to the Central Intake Office (CIO) in the
province of NovaScotia,
Canada. If all went well, and your
application is deemed
complete, CIO will make a final determination of
eligibility against the Ministerial Instruction (MI)
Criteria , and cash the
application fee is everything
is okay. If not all goes back to
the applicant. Next, CIO will proceed to
processing the application
against the FSW minimum
requirements, which is in
reality an assessment of your
work experience as declared on your immigration forms. Next, provided your work
experience meets the
minimum requirements then,
your application moves to
FSW selection criteria, which
include: education, language, experience, age, arranged
employment if any and
settlement funds. CIO will give each factor a
score, total it , and if you pass,
then the entire application is
forwarded to the visa office
which you identified on your IMM 0008 for a final selection decision which includes an interview if required, a
medical exam and a
background check. As you can see, your
application is passed on, and
if there are no bumps or
delays, from one Que to
another, in CIO, that are
relatively short ques and competition for visas is low,
and everything is done in CIO
including the final
determination of eligibility.
Federal skilled worker
applications made on or
after Feb.27, 2008 and before
June 26, 2010 All these applications were
submitted to the CIO in
Canada. The difference
between these applications
and the one submitted on or
after June 26, 2010 is big. These applications were
reviewed first for
completeness. The application
consisted of only the
following forms: IMM0008E,
schedule 1,schedule 3, application fees and use of
Representative form if
applicable. The CIO made an initial
assessment to determine
whether the application
should be sent to to the
designated visa office for a final determination of
eligibility (FDE). Similar to the process for Jun2
26, 2010, work experience
was evaluated against a strict
criteria, and applicants were
notified if their application
went through the initial screening. Unlike the process for June 26,
2010, applicants were
required to submit copy of
their complete application
and supporting documents to
the visa office within 120 days, for a final
determination of eligibility. when the visa office receive
the application and
determined final eligibility
supposedly witthin two
weeks following the 120 days
period, and before the the file was placed into processing
Que, it was reviewed to
make sure it complied with
the Ministerial Instructions. This is where the delay begins, when the file was
placed in the Que to process the Final determination of
eligibility(FDE) . You should expect 3-4 months to receive
your new file number and
another good 8-12 months for the visa office to process the final determination of
eligibility.
