hi steels..I think they are still celebrating halloween..Its one of their official holiday..
Hallowe'en is NOT a statutory holiday in Canada....children dress up and go door to door asking for candy after dinner....a few fireworks and bed. No holiday for this one. The next Stat Holiday is 11 November for Remembrance Day, then Christmas/Boxing Day and New Year's Day. Those days fall on 26/27 December and 2 January....when the official days fall on a weekend, workers are given the following Monday, Tuesday off in lieu.

Hello Dears, I think they are planning to implement new immigration rules. They removed the "cap reached" red colored text from the list of 1122 and 3152 category. Some news available in the "RCI viva" link in the CIC home page and check the news with a title "ottawa ready with new immigration rule". I have tried to paste the link here; but not allowing.
Valuable piece of info Joms. Thanks for this.

However I'm not able to find this link. RCI viva. Would you mind copying and pasting relevant info from the article?

Thanks tons already :)

About new rules that this Kenney guy is talking about? Would these rules (whatever they might be) be applicable for us applicants who have already applied, or only for new applications. I think the major changes will be in the point system, granting more points to younger people (35 being the cutt of for highest point score on age factor), and also on the language factor.

From my experience, gathered from old posts, it seems to me that any new rule by CIC comes into effect only from a future date, right? Take for example the new Appl Form. While they encourage applicants to use the new one, the old one is still valid till mid Nov 2011.

Please can throw some light on this?

I think the changes has to do with the post election this year. Maybe they have a new set of rules or something. I am hoping that whatever the new regulations may be, that it will take effect to the current applicants of this year. Because if they have any plans of implementing that next year, then why do they have to remove the *cap reached* on the website for those 2 professions that the quota have already been reached?

I agree that maybe one of the major changes will be on the point system. But whatever the new set of rules are. I just can't wait to find out about it. I am hoping that this will shed light to us applicants who are still on the brink of uncertainty on our application. ::)

please see the below link. I think they are talking about next year immigration rules and the minister may table the bill in parliment today. One thing sure, we will come to know the targets for the next year well in advance.

the noticeable changes that is happening, in the area of language like IELTS, is for new aspiring citizens not for PR immigrants. Pls find below October 26, report.

""Citizenship, Immigration and Multiculturalism Minister Jason Kenney is proposing changes to the way the government in Canada assesses the language abilities of prospective new citizens.

Under the proposal adult citizenship applicants would be required to provide objective evidence of language ability with their citizenship applications.

‘The ability to communicate effectively in either French or English is key to the success of new citizens in Canada,’ said Kenney.

‘This change will encourage applicants to ensure that they can speak English or French when they apply for citizenship, thereby improving the integrity and effectiveness of the citizenship program for Canada and for new Canadians alike,’ he added.

The Citizenship Act already requires that applicants be able to communicate in one of Canada’s official languages. This proposed change would not increase the language level required, but would change the way that citizenship applicants aged 18 to 54 prove their language ability.

Under the new system, applicants would have to provide objective evidence that they meet the language requirement when they file their application. Applicants would be able to demonstrate language ability by submitting a variety of evidence.

Acceptable evidence of language skill include the results of a third party test; evidence of completion of secondary or post-secondary education in English or French; or evidence of achieving CLB/NCLC 4 in certain government funded language training programmes.

CIC currently uses the citizenship knowledge test as well as the applicant’s interaction with CIC staff to assess language ability. If it appears an applicant does not meet language requirements, they are invited for an interview with a citizenship judge. There can be a significant time delay between the submission of the application and the subsequent hearing for language.

The proposed new rule that applicants must provide objective evidence that they meet the language requirement when they file their application would give citizenship judges better evidence on which to base their decision.

CIC would also be able to return applications of those who do not provide evidence they meet the requirements more quickly, thus improving application processing.

CIC is also proposing to clarify that the language skills to be assessed would be speaking and listening, and the criteria would clearly align with Canadian Language Benchmark/Niveaux de compétence linguistique canadiens (CLB/NCLC) 4, which represents basic fluent proficiency. This would allow applicants to understand the requirements they need to meet.""

OTTAWA - Immigration Minister Jason Kenney has never suffered from lack of ambition and his latest goal is nothing short of reshaping and rejuvenating the Canadian workforce.

He envisions a nimble, efficient immigration machine that will help solve Canada's demographic imbalance and boost the country's competitiveness simultaneously.

Step one comes this week when he announces immigration targets for next year.

Kenney says when he is done with his multiple reforms of the system, the flow of newcomers into Canada will be predominantly young, well educated, highly skilled, and fluent in English or French.

They'll be admitted to Canada within a year of applying.

And soon after, they'll start paying taxes because they will have lined up a job prior to arrival or should be able to find one quickly once they land.

"Where we want to be in a few years time is a flexible, just-in-time . . . system where we admit people within a year of their application," he said in an interview with The Canadian Press.

Now comes the action. Kenney is expected to table the annual report on immigration on Tuesday. As usual, it will include his decisions about how many immigrants Canada should accept in 2012, and what kind.

The report will give a range of operational targets for each type of immigrant, from foreign skilled workers to parents and grandparents.

The key number is the overall number of immigrants Canada wants to let in — and that number is clearly not going up despite pressure from the opposition.

Under the Conservative government, Canada has let in an average of 254,000 immigrants a year, which is high by historical standards.

I think this Cap update for total received applications is not truely described because on 18 Oct 2011 total applications were 2983 and on 31 Oct 2011 it is still 2983 but for NOC 3112 previous number was 147 but now it is 179. Something fishy is there in their calculations.

What a pity!!!!! how can we believe the figures posted in the official website of CIC? A difference of 390!!
The total should be 3373, instead of 2983. Now only god knows, which NOC got filled up an when.

So one thing is sure, no figures in the website are true...now what??
