Okay, client id is of no help then as you cannot log into ecas with it. (may be a number which they give to every received application to maintain records). Those guys told you that they opened your file on July 24th & after 2 months still it's in process, your CC isn't charged . They haven't finished with completeness check after all these days. I can't trust answers given by call center, very erratic. Pharmacist why don't you send them status query.

Thanx Lubob,
Will your file no. remain the same even for your second application ? What exactly client id refers to? Is it just a number to identify each received application at CIO.

Yes boss,
Just the file no. or the whole PER letter?
If at all only the no. then soon your PER should be with you. I think they create File nos. only for applications whose payments have been processed. Try logging into ecas & check what is the status shown.
