The Japanese PCC comes in a sealed envelope and expressly states that it should not be opened by applicant but by the addressee only (in our case IRCC or the Canadian consulate). But for submitting the PR application it asks for all PCC to be uploaded online? So should we open the envelop or not? If anyone has experience in this or has obtained PR after opening the envelope please let us know.

This person opened and uploaded it once it was requested by CIC.

Thanks for the reply. That's what I was thinking. Uploading just the scan of the envoloppe with a LOE to explain why it has not been opened, and wait for further instructions before opening it. Hopefully this will not result in an immediate rejection...

Actually you need to do this:

Do I need to provide a Police Certificate for Express Entry? Japan
Yes, but only after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from CIC to get a police certificate.”

So essentially you don't need to do anything yet but just wait for CIC to contact you.
 
Well he needs to upload a letter stating the above, I would know since it is the same for my home country 8)

How was your experience? Did it work for you?
 
We ended up opening the enveloppe and uploading the PCC. There were no issue and we have landed as PR since last year

thank you for your response. did you have any address mentioned in your ADR letter saying like "if authority has procedure to send directly by mail then send to this address..."
 
This was not through an additional document request, I submitted this as part of my original application.
