No. If your family composition changes, you have an obligation to inform IRCC. The COPR too has a question on it that asks whether your family composition has changed, and you will have to answer this at the port of entry. If you answer yes, you will not be admitted into Canada as a PR, as all family members have to be processed as per the IRPA before the application can be processed.This is tricky !
Suppose after PPR I get married and raise a web form, the ppr would be cancelled and then process for new person will begin.
Is there an option that I inform IRCC about new person, then land in Canada alone and then call her on visa ?
I would also suggest not to go for upfrontSame here. AOR March 2021. No updates. However, I am not going for upfront medicals, as I have been advised by many to not to do that. I am waiting for a request on my profile for that to happen

If your family composition changes post PPR and before landing, and you land without informing IRCC that your family composition has changed, that constitutes misrepresentation.

i got my medical passed on 13th of May 2022.
Today May 19th i got an email from ircc stating that my application has been approved. they asked me about when did i enter canada and whatnot. I will get a update on my profile in a few business days and post that i will get my copr. thank you everyone for your support specially @legalfalcon
