That is an excellent question and only CIC could answer for sure but here are a few of the reasons it varies from one office to another:

-some countries have higher instances of marriage fraud so relationships from those countries are examined more carefully and thus take longer
-it is harder to do background and security checks in some countries because records are not computerized or documents are easier to forge
-some offices seem to be short staffed or busier than others (or maybe they are just less efficient :D)

What I find more interesting is why applications through the same office take such different times. Some of it is related to how many red flags you have (eg. large age difference, no family at wedding) or how complicated your situation is (eg. lived in many counties or was in the army) but even two similar straight forward simple cases can take months longer through the same VO. Why? Seems to be luck has a lot to do with it, which makes it frustrating when you compare your timeline to others. Patience is key as it's all out of our hands.

I understand what you say, but your application is pretty straight forward. We both already live in Vancouver for 6 years, finishing Nursing university here, we live together for 2 years, bought a house together in Vancouver, both have jobs here. Family have been visiting and wedding coming up in 2 month. It just makes no sense. :'(

I was just speaking generally. Your case sounds very strong so doubt you will be waiting too much longer. Keep in mind that until very recently no one was being approved in under 4 months and we are just reaching that point now. Considering you are living together with your partner in Canada and able to work I would count yourself lucky as many on here are waiting separated from their spouse and almost all who are lucky enough to be with their spouses in Canada are unable to work. It's hard but patience is key during the wait. Good luck to you!

Any one checked the processing time changes. How does this effect

Finally recieved an email from Mexico City VO. They started processing the principal application on April 29th. Hopefully I get a DM within the next month or two! Fingers crossed!!!

Typically how long after a "Decision Made" status is changed do you end up hearing from the VO? It still only shows 3 lines in ECAS and there hasn't been an email.

does the sponsored person receive any emails from cic.

we are doing are app with a consultant and she receives all the emails. i was browsing through the forum and ended up on a romanian thread where the sponsored person was asked to provide additional information. her husband, the sponsor, made a "1 letter mistake" while adding her email. they didn't inform him even though he was sponsoring.

we did receive a uiq and with that number i can check the process. btw it's very similar to evryones, no hickups or problems, the sponsor was approved and they are processing our application. my only fear is if the email address is good, because i havent received anything so far. our immigration consultant forwards us all the emails she receives. so far that was:
1. we received your application (wuth uiq nr)
2. you have met the requirements to be a sponsor

i just don't want to be sitting here and they asked me for something and time goes by without me doing anything.

hopefully our applications was not mixed with the february applicants :( since we are at the last week of january
my police certificate will expire next month maybe by that time they'll send me AOR2

i went to a visa consultant and she said we can try and call CEM to follow up the application, still waiting for AOR2 before i'll risk in taking a call, since it's too expensive to make a call
my grandparents TOURIST VISA application was not yet even approved and it was submitted April 14,2016
they're really moving slow right now :(

I hope so for you, but I'm afraid that Mexico VO will take a lot longer than this.
