Yes it is. There are 2 DM actually, first the sponsor gets approved (DM) and the PR applicant gets DM too soon..

HI, I believe the "DM" in their ecas pertains to the sponsor approval. as mistletoes said, There are two "DM's", first for the sponsor, and second for the applicant. They haven't even gotten their PPR's yet =)
