In the tracker for me (primary applicant) only Background verification is in progress and for dependant eligibility has not started and background verification is in progress

There is no timeline for background check. So whenever everything is completed and you see Final Decision in your gckey then something between 1 day to 1 month time is when you will receive portal 1 email

That's a ghost update. It means the officer is working on your case. There might be something coming up or not
