Hello,

Just a quick question about who needs to fill out some of the forms. In cases where the sponsor is the spouse and a Canadian citizen, does the sponsor still needs to fill out Schedule A Background/Declaration (the instructions on it state that "The principal applicant, his or her spouse or common-law partner......must complete their own copy of this form.") and submit 5 photos of himself (as is required of the applicant and each member of his/her family)? Or does the spousal sponsor have to fill out only those forms that the sponsor is required to fill out and not count as a "family member"?

No you as the sponsor wouldn't fill out that section only fill out the parts under the sponsorship application
 
For Family Class sponsorship, the spousal/common-law/conjugal category is actually the most common category of sponsorship, and of that, I would venture to say that spousal is most common. Most of the time in these cases, there is only one principal applicant.

I can totally see how this can be confusing, but when they say "his or her spouse or common law partner, if applicable," they are talking about the spouse of the principal applicant when that spouse is NOT the sponsor (see here, http://www.cic.gc.ca/english/information/applications/fc.asp#immigrate, it's in Part 2: Immigration Forms, and all of those are filled out by the individual/s being sponsored, whereas those in Part 1 are filled out by the sponsor).
