My wife sent this to my mother asking for assistance in making a letter to respond to this request. Not sure what to make of this really, so any help will be most appreciated.

That has nothing to do with the immigration process. You should be transferring this question either back to CRA or to a taxation forum. Basically, they want to know how much, if any, tax refund you are entitled to.

I received one of those very same letters myself this week, that is for calculating GST credits and such. Mine asks for a signed letter from myself and my wife, along with a statement saying how much money she earned etc. as well as a copy of our marriage certificate etc.

I plan to write them back and explain our situation (still waiting for CIC etc). They already have all of this information from when I filed earlier this year, but government offices being what they are, communications between them is generally lacking. So I plan to write them back, and see if a statement from me is fine along with proof of marriage etc. and let them know, that if they want something in writing from her, then that will take a few weeks.

This letter is also asking me to do the same thing although I think the marriage certificate may not be required because it just says a "written document" unless they specifically said marriage certificate.

Here's the thing, CRA and CIC are two "different" government agencies. In Canada, we have laws concerning the "privacy" of information. So except in cases of fraud, etc. these two agencies generally will NOT share your information with anyone, not even another government agency.

I got a similar letter a few years back, even though I had included everything they asked for with my tax return! However, I guess they didn`t read it. One forum member suggested I enter my husband`s SIN number as 000 000 000 on the tax forms. I did that this year, and CRA accepted it and did not ask for any more info. Maybe it`s just a coincidence, but it seems the computers at CRA accepted a SIN of 000 000 000, but did not know what to do with a letter explaining that my husband had never been to Canada and had no SIN.

If you check backside of letter, CRA asks to complete Form RC65 or send a letter but RC65 has no column for spouse income.
