And indeed I do not know you exact timing, but I was reacting to general Picture of interantional student that is staying there so long.
We have now November 2016. The EE has started in January 2015. During that time all the programms I have mentioned above were opened at least once.
In order to access EE you need to qualify either under FSW or CEC criteria, where one of it is also job experience.
Most province programms do require just 1 year of work experience and this does not have to be from Canada.
Waiting times are long - same as for people from outland, which are in a reversed position (their life is partly at halt as they do not want to make long term decisions in their country anymore).
What I see is that those who are really interested into changing their status do seek all possible ways how to do that (for example flying to other country to take language test or just to meet immigration officer from opened province).
There are also many people on this forum that did their studies in Canada and still had to go back to their home countries. But that did not stop them from seeking the way how to get back in.
Immigration in Canada is simply a game of competition for economical immigrants, so that is what it is. If you really want something you have to hunt it down
The rules of this game do change over time, so it is up to everybody to find out where he or she can fit in.
