Paper based PNP sucks! My employer applied for job pre-screening in Jan and haven't heard back yet. I have given up on it! Even if, Ontario extends me a PT for OINP I won't accept it since the processing times suck.

EE is not a system that was introduced this month. It is something that is around almost 2 years now.
I am sure that during that time you had possibility to check through the offered streams (including PNP programms) and try to hit anything possible instead of waiting for the ITA score to reach you.

Just look around for possible streams for you.

PNP is your only option. Unfortunately other than BC they are all closed. You can try LMIA too if your employer is willing to do it for you but chances of getting it are slim. There are so many students with your situation, its disheartening to read messages like this or worse meet students at universities completely lost and devastated as they have mostly been in the country for over half a decade (some longer), have established their livelihood here and now are told to go back. They are the best candidates for Permanent Residency in this country but are neglected the most.

It is not true,

NB is accepting candidates from priority 1 (for example those who studied in NB),
PEI is accepting as well,
For Manitoba you can still apply if you have connections to Manitoba
Saskatchewan was opened the other day and they might reopen soon,
Nova Scotia might reopen soon (they were closed for amlost a year by now)
Yukon and New Foundland accept people with job offer for PNP,
BC has its system specifically aimed for international students from their province
Ontario might reopen soon and they do have Master and PhD stream as well.

Saying that you were sitting 5+ years in Canada and pointing of how impossible was it to get ITA is a bit strange.

Maybe you have reading comprehension issues, in fact I am sure you have, where did I say I was sitting 5 years to get my PNP? International student should finish his/her studies first, work at least 1 year and then apply for for PNP. Many, many of the students I meet at universities/colleges have applied for PNP but are in limbo, waiting for their answers for month and month. I am not here to argue with you on the merits of issuing PNP, from what I have seen it is pointless to argue with you on this matter, on any other matters regarding international students. Also "might open" this or that is not "open". So my point stays.

And indeed I do not know you exact timing, but I was reacting to general Picture of interantional student that is staying there so long.

We have now November 2016. The EE has started in January 2015. During that time all the programms I have mentioned above were opened at least once.

In order to access EE you need to qualify either under FSW or CEC criteria, where one of it is also job experience.
Most province programms do require just 1 year of work experience and this does not have to be from Canada.

Waiting times are long - same as for people from outland, which are in a reversed position (their life is partly at halt as they do not want to make long term decisions in their country anymore).
What I see is that those who are really interested into changing their status do seek all possible ways how to do that (for example flying to other country to take language test or just to meet immigration officer from opened province).

There are also many people on this forum that did their studies in Canada and still had to go back to their home countries. But that did not stop them from seeking the way how to get back in.

Immigration in Canada is simply a game of competition for economical immigrants, so that is what it is. If you really want something you have to hunt it down

The rules of this game do change over time, so it is up to everybody to find out where he or she can fit in.

To complete a Bachelor degree, it already takes 4 years, even more if you have to take some ESL classes. So for an international student to start the EE profile, they need to be here at least 5 or 6 years.

The list of PNP provinces you list is not really that helpful. PNPs are not easy to get in and apply. Most of them require you have a job offer, connections or graduate from their provinces.

So What I understand from your response, when applying under EE you can get OINP nomination even after 2 years of graduation?

Well, they are issuing OINP (Human Capital stream) to outland applicants so I guess it shouldn't be an issue.

The eligibility criteria for OINP (Human Capital):
- At least one year work experience in NOC level 0, A or B occupation
- Have a bachelor' degree (Canadian or ECA for a foreign degree)
- Language requirement: at least CLB7
- Score >400 points on CRS
- Proof of funds
- Intention to stay in Ontario

EDIT:

Once the OINP reopens, if you meet the eligibility criteria you will automatically receive a PT notification in your EE profile which you must accept before you can apply for OINP.

Yes, getting the PT notification would have been nice. This was a much better way to get into OINP (ontario's PNP). But I doubt any human ever decides who gets the PT notification and it seems like a lottery since it automatically shows up in your EE application.

I have explored other types of provincial nominations, but they all seem difficult to achieve unless lawyers from your employer gets involved.

Pretty much spot on. I have been in Canada since 2011 and according to my crappy math it counts to 5 years in CANADA. Did my Masters here and was found over-qualified for most jobs. It was hard to get a skilled job with my degree in Chemical Engineering but somehow managed to accumulate 1 year through a couple of contract based positions, and finally here I am waiting for an invitation from the federal government that has been nice to everyone else except international students. Don't know if I should be excited for the upcoming changes since whenever there are new changes to the system it kinda messes up my situation every time and I have to start all over again. Hopefully this time it is either that I receive an invitation before the new reforms get implemented or the new changes get added onto the current system without changing everything.

I'm in a similar situation, but hopefully we can get an ITA soon with our CRS scores (mine is 457 as of now but should get up to around 470-475 once I take TEF test). Sitting at 468 I think you have a good chance to get an ITA soon :)

Similar situation here!441 now and will get 466 in February 2017. It's always interesting to play around with the CRS system. Although I'm surprised to see a point of 442 lol. I thought it's either 441 (if you are single, between 20 to 29 years old, have a bachelor degree, one year CAN experience, One English bands is CLB 9 and others are CLB 10, no others, which is my situation) or 444 (if you are single, between 20 to 29 years old, have a bachelor degree, one year CAN experience, All English bands CLB 10, no others). I'm very curious ;D
