I read this story in the Vancouver sun nothing surprise me with certain backgrounds

This is nothing new. Marriages of Convenience have been around so long, that there's a name for them. There's a 1990 movie called Green Card that is about a MOC, and more recently, Dr. House's Russian bride in the medical series, House M.D.

Unfortunately, with the revocation of Condition 51, genuine marriages will be scrutinized even more closely, and less likely to be given the benefit of the doubt on the smallest perceived infraction.

Conditional 51 will not work when the sponsor is actively engaging in immigration fraud, participating in the scam going along with the applicant. What they are doing is marriage of convenience. Conditional 51 does not work on those in marriage of convenience. It works for genuine sponsors since they will report to CIC about the fraud. Sponsor participating in fraud will not report it.

What's funny is this is not even to marry PRs, it's to marry international students/workers just so someone can get a work visa to Canada. They would still need to qualify for and get PR on their own, or perhaps through their fraud spouse only if they can qualify for PR. Of course in these kinds of apps to accompany a foreign spouse to Canada, there is not nearly the level of scrutiny of the marriage/relationship that comes when marrying a citizen/PR and applying for PR directly.
