Is it ok to have your lawyer send in a request for your GCMS notes and while waiting (because it seems to take forever for our lawyer to get anything sent out) contact our local MPP or is this too pushy? My husband's application was received by IRCC March 2015 and we still haven't received first stage approval. I would just like to find out what's going on so we can try to fix it and figure out where to go from here.

At 24 months, that's definitely not too pushy to contact your MP! It does not mean he/she will be able to do anything, but you certainly won't lose anything trying!
I suggest you to download the official stats published for Sept. 2016, which shows the processing time was 23 months for inland applications.

Download the very first document "Permanent and Temporary Resident Applications Overview", check line 34, you will see that the processing time was 23 months at the end of September. With this in hands, I think your MP might be able to make your application being processed.
Regarding the GCMS notes, you can do it yourself, that's pretty simple. No need to pay extra money to get them.

Under the
privacy act, your request for the notes will be free. (don't make the request under the "access to information act", which would cost 5$).
