If you applied Inland, unfortunately you are advised to not leave. Where would you be going and how long?

The problem isn't where/how long. The problem is coming back. CBSA could, for any reason, deny (re)entry to anyone for any reason based on the officers suspicions. If they deny (re)entry, the CIC can deem your application abandoned.

As long as she has the proper documentation to return, then it's fine to travel. Here is a link to CIC's answer on the question (which profiler already quoted part of) http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=248&top=28

I was afraid of these answers!!! And if she goes and wait over there for the passaport request, her mother has a surgery schedule for December 10th.

I am reluctant to agree here. Emotionally I agree that it is a valid reason to leave and return. Logically, the lawyer who assessed our case, with the addition that my wife's grandmother is 85 and in failing health (that might require a trip home) stressed emphatically that it was a terrible idea. Even if they authored a letter to notify the CBSA that they could be reached 24 hours a day to answer questions, it would solely rely on the objectivity of the CBSA/immigration officer. There was nothing else they could do.

That in mind, you can hope and plead with the CBSA.. They are people too.

I wish you and your mother-in-law the very best and a speedy recovery...

An application for Spousal Sponsorship is a condition of the Open Work Permit, so if you are denied you are unable to keep working. Reapplying depends on why you were denied. The letter of refusal will probably give info on reapplying.
