That's because CIC uses a "pile" based system. Meaning that after your application has been sitting in a pile for a few months it gets broken into a different pile that is plopped on a desk and processed in the order it is in that pile. There's logic to this however, when applications take a different amount of time there's at least the illusion that *some* work is involved other than just a procedural approval based on how long you've waited.
The process is archaic, I believe the whole office shares a single abacus and they only have one wheelbarrow to transport documents between their desks.

My wife is a permanent resident and we mailed the inland application (spouse sponsorship) on March 31, 2015. CIC notified us in an email that they had received our application on April 2, 2015. I check the status of the application frequently and it says they started processing the application on May 29, 2015.
I'm currently doing my masters and should graduate by May 2016. Of course I'm paying international student fees and the school would not waive those differential fees since I'm international. The school is in Nova Scotia but we submitted our application in Toronto because I'm currently on co-op there. In Ontario, the Ministry of Education allows the spouses of permanent residents to pay domestic tuition fees but clearly that is not the case in Nova Scotia.
1. I have a work permit for the sake of my co-op and so I have not applied for an OWP with the application we sent in. My work permit expires on May 31, 2015. When should I start applying for an OWP?
2. The tuition fees story I mentioned is irritating since I'm paying an excess of approximately $20,000 so I thought I would reach out to the MP to get help. We have an appointment with someone from the MP's office on August 24, 2015. Do you think this might speed things up a bit at CIC? All I'm trying to do is to avoid paying extra fees at school. I have already paid for 2 semesters and I have 2 other semesters left and I would appreciate it more if this money was spent over something more useful.

I called to the CIC but they sent me again the same link about how to change the address online, I may was not that clear about the issue.
The other thing they told me is about they are supposedly opening applications received in April so they do not warranty they will "open mine (sent on June 12th) before my visa expires (Nov 2015)" which makes me get worry because I thought I got "implied status by the moment I send my application". So I am confluse about when the implied status starts applying.
