The OWP would have been pointless, because without status he doesn't qualify for the Pilot Program OWP.
If he reaches AIP stage (in ~ 17 months), he would then be eligible to apply for the `regular' OWP.
He should tread softly because of his status issue. Even something as simple as a routine traffic stop (or checkpoint) could make things even worse for him.

Some applications are just faster, in my case, I lost about 2 months because of a typo (twice), still, my appl will be completed within a year and a half, which was faster than I thought.sawadee-eh said:Whoa... on the spreadsheet someone "KKee" is a Sept. 2015 applicant and got AIP April 2016?!?! I thought it may have been a CBSA expedited case due to being out of status or something, but they got OWP in Jan. 2016 so they had to have status. The next most recent AIP is from a March. 2015 applicant. Not sure how their application jumped so so far ahead of the queue. Super weird!
