Fairly certain it is only asked for when there are similarities between your details and someone who has committed a crime in Canada. Then they ask for fingerprints to check it wasn't you.
That is interesting. When we went in originally in early 2012 to the commissionaires to get my clearances ( RCMP and FBI ) they did two kinds of fingerprints - electronic for RCMP and on paper for the FBI. I just assumed everyone has to do it. Lol
