Background
Security screening requests for all in-Canada permanent resident applications are submitted by CPC Vegreville, on receipt of the initial application, via an automated link with our security screening partners. When files are transferred to CIC offices for processing, the CIC becomes responsible for keeping the security clearance updated and does this by submitting renewal requests and client history update forms to CPC Vegreville for transmission via this automated link.
In October, 2007, new data requirements for security clearance requests came into effect and our partners have advised CIC and CBSA offices that these data requirements will be strictly enforced. These revised instructions were put in place to improve client service and turn-around times.
As of this date, all security screening requests received that do not meet the full data criteria pre-established for each client will be rejected automatically and returned to the case processing centre. The main changes to the security screening data requirements are:
* No gaps in time will be accepted; and ---- Any of you who missed any duration may have received Update form
* Place of birth is now a mandatory requirement.
General Policy
CPC Vegreville can submit CSIS electronic requests only for files that were initially created using the CPC system in Vegreville. Also, once a dependant is added or deleted in FOSS by the CIC office, Vegreville no longer has access to the file in the CPC system and therefore, is unable to process CSIS requests.
CIC offices are responsible for ensuring that complete data requirements are collected from clients prior to submitting CSIS security screening requests to CPC Vegreville. All CSIS requests that are received incomplete will be returned by CPC Vegreville to the responsible CIC office for follow up.
Procedures
The Client History Update Information form below contains all the information clients are required to submit in order for CIC to process a security screening request. CIC offices must send clients this form and ensure that it is properly filled out with no gaps in time. Once forms are received, properly filled out, the form is faxed to CPC Vegreville as per current procedure.
CPC Vegreville will review Client History Update forms to ensure they are properly filled out. Forms missing any of the mandatory information required will be returned to the CIC office responsible to ensure follow up with the client. Forms that are properly filled out will be submitted to CSIS electronically for security screening.
Mandatory information consists of the following:
* Applicant must be 18 years of age or older
* Legal name (surname(s) and given name(s))
* Date of birth
* Country of birth
* Place of birth
* FOSS sex code
* Country of citizenship
* Address
o Full address history (10 years or since applicant’s 18th birthday)
o No gaps will be accepted
o Canadian address (full data)
o Non-Canadian address (city and country are required)
o Current telephone number
* Employment
o Full employment history (10 years or since applicant’s 18th birthday)
o No gaps will be accepted
o Occupational name and identification
o Must provide explanation of all dates, including unemployment, education, etc.
* Aliases
* Education
o All post-secondary education history (full data, if applicable)
o Dates (From and to)
o Institution’s name
o City and country
o Type of certificate/degree (if applicable)
* Associations
o All associations (full data, if applicable)
o Association’s name
o Dates (From and to)
o City and country
o Position held within Association (if applicable)
* Associated names
o Parents (mother, father)
o Spouse, common-law partner, cohabitant, fiancée, separated spouse (if applicable)
o Complete names (surnames and given names)
o Date of birth
o Country of birth
o FOSS sex code
o Relationship to applicant
o Complete Canadian address or non-Canadian address (including city and country)
o If parent(s) is deceased, provide date of death and enter “deceased” in street name field.
