....so in another word is the "travel document" sufficient to get the PR accepted before my passport arrives? because the passport may take a long time time.
Source: OP 2 "Processing Members of the Family Class" Section 5.1.they must have valid and subsisting passports or travel documents.
While they asked for a passport, a travel document should be sufficient. I would suggest sending your travel document along with a letter noting that you do not have a passport and have been advised you cannot obtain one in the time required by CIC, however you have a travel document and according to OP 2 Section 5.1 that is equally acceptable as a passport.
