If it's not too late to apply for Restoration of Status (meaning you've been without status for less than 90 days), apply for ROS ASAP!

Even though that section of the Inland Guide was changed (last September, I believe), people without status are still applying for sponsorship.

I've only heard of a couple of people that were successful in submitting an Outland application without status, meaning that they were not removed from Canada. There's no reason why a person can't submit an Outland application, but the real question is how CBSA deals with an outland applicant that is in Canada without status.

Although their own Administrative Deferral of Removal policy officially ended in late 2011, they seem to still allow most Inland applicants to stay, unless they're already on their radar and/or get into some sort of trouble.

Regarding the Inland application; If it is too late to apply for ROS, you would not qualify for the new OWP program and would need to wait ~ 17 months for your AIP (first stage approval) to then qualify for the normal OWP.

Just wondering what happens to those who are beyond 90 days without a status and still inside Canada, there is no chance to restore? Do they have to leave? Also, by the looks of it even inland application forms require a valid status in Canada now.
