Indirect route from India

Serbia is more tested route and hotel stay is also pretty cheap. Also it would have been very tiring journey as I have to travel further from Toronto. And one of my known has travelled a week ago from Serbia route so I know what all things I have to carry. I saw a video on You tube regarding Egypt route where the feedback was not good.
My suggestion would be which ever route you find cheaper and convenient, go for that route. For a couple, may be Maldives route is best as it is kind of mini vacation for them.
Regarding Canadian authorities, waiting till 21st September is too much to ask. Right now the condition in India is pretty good as more than 50% of total reported cases are from Kerala and neighboring states and there are high chances that situation might not be as good as it is right now.
These are my views and thoughts. Please don't go on my thoughts. Evaluate your position and then take a decision. I know the money I am spending is too much as it is one fourth of tuition fee of a semester.
And you would expect Feds to go against Public Health Agency recommendation and lift restriction? If they did that, then that would be political stunt. Anyway, it is what it is, skip that crying part and look at other options.
Can i Travel through Delhi to Mexico with San Francisco as a stop ? and travel to Canada from Mexico

Two questions:
1. I am taking a flight from Delhi to Mexico to Canada and from delhi to mexico .. i got stop in dubai and then in florida and then in Mexico. So I still needs visa for USA if I am not stopping there for covid test and going to Mexico for that to reach canada.
2. If i take this Route Delhi-Mumbai-London-Mexico and from Mexico test done and then reach Canada? Do i need visa for London also or am I green for Transit flight?
If you are transiting through a US airport then you need a US visa. It doesn't matter if you are stopping there or not to get a covid test. You cannot transit through a US airport without a valid US visa.
I don't know the answer to your second question.

It is quite good route. Tickets are bit expensive. Please check some VLogs on youtube for prerequisites like hotel booking and all.
Read through the posts in this thread. There is a ton of information here already about possible routes. They would have the exact same options as international students.
Answer to you second question, if you have same carrier from Mumbai to Mexico, in that case you will not face any problem. As long as you don't have to leave transit area, it's fine. Please also check the airports as you might be landing on Heathrow and next flight from Gatwick. It there is anything like self transfer, then it is problem. You can check with airline too.
