Indian Diploma Certificate required WES ???

Please tell somebody this is for my friend. he is holding Indian Diploma Certificate did this required WES Evaluation for FSW??? Please help

Yes of course. It needs WES if applying for FSW to all of Canada except Quebec which I guess has a different body for evaluation.
