Yes you can marry in Canada on a visitor visa, I did this myself with no problems.

2. do i need to declare the purpose on airport y i m visiting CA ?
Normally when you travel they just ask if you are traveling for business or pleasure, but you could say that you are going to visit your fiance. I told the border guards at the U.S./Canada border I was coming to marry my fianace and I had no problems.

2b. is there any requirement to get permission from council or marriage registrar before we proceed for marriage.
You need to check with the provence where the marriage will take place. I got married in New Brunswick and only had to pay the fee and prove that I was divorced legally and provided my passport for identification.

3. What income threshold my fiancée need to meet, if she need to sponsor me ?
No income requirements for sponsoring a husband or wife. Just cannot be on welfare

4. my mom is too old to travel and don't know any1 else in Canada , do u think it can be a prlm for us when my fiancée will file application to sponsor me.
I also did not know anyone else in canada and had no problems getting approved what is important is that the relationship is genuine and that you are legally married.

Thank you jmni1 for your comprehensive and detailed advice.
Best regards

I believe if she or you has dependent children then she starts to have an income requirement for the sponsorship no?

Only if you are sponsoring a spouse with a dependent child who has a dependent child of their own, that is spouse with child and grandchild.

You do need to check the laws for the specific province where the marriage will take place. Marriages are a provincial responsibility and the rules vary slightly from one province to another.

For example, in Ontario, you need to get a license from any city hall or municipal office, and then you can get married anywhere in the province. I believe the license is good for about a month and the fees vary from one municipality to another.

In Quebec, they need to publish your intention to get married for 20 days before you can go ahead with the ceremony, so it makes it harder to do it on a visit unless you plan ahead.

They will want to see that friends and family attended the wedding, or good reasons why they couldn't. Otherwise, it looks suspicious that it could be a secret marriage arranged primarily for immigration purposes. Make sure you get pictures of the ceremony, whatever guests were present, any reception, dinner, or celebration afterwards, and any kind of honeymoon if you have one.

4. my mom is too old to travel and don't know any1 else in Canada ,

It's probably more of a problem if you do know anyone else in Canada because it opens up the possibility that you are only marrying to be reunited with someone else in Canada, and not to be with your spouse.
