If you apply inland, and submit the app (along with an OWP app and correct $255 payment), BEFORE her visitor status expires, then she will have implied status and be able to get the OWP in 4-5 months and work until the PR app is finished processing.

If we did inland would she be allowed to go back to Taiwan if something happened to her family and needed to go back?

She's technically not supposed to leave Canada while under inland. The problem is if she returns to Canada and for some reason, is denied entry into Canada, the application is automatically refused. Now the chances of that for her, being non visa exempt, is pretty slim, but the possibility still exists.

In my opinion, do not apply inland. Getting an OWP might sound enticing, but the fact is a large majority of cases with minimal red flags, the applicant will get PR in just a few months, whereas with inland she won't get PR until almost 2 years. Is giving her the ability to work really that important? Is she currently working a pretty decent paying job (by Canadian standards) and has bills to pay back home?

With outland, you benefit from shorter processing time, she is absolutely 100% free to leave and enter Canada as much as she wants, denial of entry into Canada would have 0 effect on application, and she doesn't have to be outside of Canada to apply outland
