In country application sponsorship processing time

My sponsorship package and residency package were received in Vegreville at the beginning of July and my sponsorship application was started to be processed at the end of July (2013).

I called to find out what the delay was, to see if there was a problem because I had changed addresses and was informed that sponsorship applications can take 11 months or more. Yet on the CIC website it says there is a global processing time of 27 days on average. The web site also states that complete applications for permanent residency (including sponsorship) only take 14 months in Canada (although when I sent in the documents it said 11 months). This doesn't make sense.

I was then told that out of country applications take less time yet there is nothing on the website that says this. Average times in Canada and in Manila for example are both 14 months for everything.

My wife needs medical coverage because she is going to give birth here and this is insane. All I need is notification that my sponsorship has been accepted and that my wife's permanent residency application process has started. I was under the impression that it should only take 30 days and that the Vegreville office is not on strike so should not really be affected. Why am I being given this contradictory information over the phone? Why can't I find processing times for Vegreville specifically? Why does everyone here at BC Health seem to think all I need is proof of sponsorship when the person on the phone said I will not be getting any?

The times are never exact. Sponsorship approval usually takes about 30 days, but that can vary. Some people wait longer. The PR application processing times listed on the CIC website are only updated about once a month if memory serves. The processing times are averaged based on the amount of time that the vast majority of apps usually take. However, if the application is a simple one, that time can be a bit less. What I mean by simple, is that if you submit all the documentation at once rather than waiting for CIC to ask for them, and if you don't have complications with your background checks, or any missing information etc etc, you could get it approved in less than a year. Quite a few get theirs within 8 or 9 months. Also depends on the Visa office as well. As far as the difference between processing times for inland and outland, thats more based on applicants personal experiences. Many find one to be faster than the other. Another issue that causes more waiting is the strike that just ended a few days ago. Just a few months after I applied, a lot of the immigration workers went on strike. Now theres a large backlog that they are just now starting to work on.

The current times posted on CIC are 11 months for stage 1 inland, and 8 months for stage 2 inland. So around 19 months total. If you look at Manila, they're generally done in about 8-10 months, plus the 1 month for stage 1.

The 27 days is for those who are applying outland. Since you said you sent your application to Vegreville, I'll take that as you applied inland, thus the 27 days does not apply to you, neither does Manila's time.

That being said, you should get AOR within 3 months, from what I've read. That may allow your spouse to get medical coverage, although it depends on the province.

Edit: Ottawa is not in Canada. Ottawa is out of Canada (according to CIC), they deal with US applicants.

Agreed with the above.

earthbound14 - unfortunately you misunderstood the process and mixed up the outland and inland processing times. Your wife won't receive first stage approval until around the 11 month mark. The processing times for outland and inland are posted separately and are readily available on the CIC web site here: http://www.cic.gc.ca/english/information/times/perm-fc.asp The first table is for people sponsored outside of Canada (outland), the second is for inland (Vegreville - how you have applied). .

Person to be sponsored lives in Canada -Type of sponsorship application: Spouse, common-law partner in Canada

Step 1 — Assessment of sponsor and person being sponsored
11 months (initial assessment)
Working on applications received on October 29, 2012

Step 2 — Medical, security, background checks and other verifications for person being sponsored
8 months

So if application was sent July 2013, you can expect stage 1 (sponsor approval) to be completed around June 2014. If BC is like Ontario for healthcare then it takes 3 additional months of wait time, so healthcare would be received sometime around Sept 2014.
